Just like FEMA, SEC was castrated in the last 8 years.

Under Bush, the SEC had three chairmen who're totally useles.
The biggest bust I could recall was Martha Stewart, what a freaking heckuva job. And when their investigation got too close, they stopped and fired the whistle blower.
