Tim- Thanks for the information on military/ lithography. This gets more interesting in regards to Intel's EUV consortium(LLC). Their plan is to make use of the military tech(star wars) developed in the 80s to help develop a next generation EUV stepper system. This was approved by the DOE, and will make the technology equally available to domestic/foreign lithography manufacturers. The plan seems to be very much at odds with military interests as expressed in that DARPA document. I'd bet a player I haven't heard about yet in the small controversy over the LLC is the military. Quite likely they are sided against the program, along with US lithography companies(obviously) and certain politicians who have expressed concern.
