Sounds like you are making at least two assumptions there.... (But the only one I am interested in is your assumption that she will not become Sec. of State. I believe she will. Or, do you believe that all the contributions currently going to the Bush Presidential Library will also necessarily 'disqualify' Bush admin alums from all future government jobs? Remember... she was not even formally a part of the government during the administration of her husband... 'wife' is not a government job, and Presidential Libraries are considered 'charities'. :-)
