But you also want people to conserve......take mass transit in lieu of driving. I am not sure this alone will work. "Conserve" = less economic activity. Efficiency = the same economic activity at less cost (increased productivity). We can easily double or triple the MPG efficiency of people driving around. It's not even medium tech, much less high tech. We just have to do it. And it should pay for itself and give a huge boost to the economy. Personal cars are a part of American culture... I don't want to see that go away. I love road trips...
