The administration has turned down Congress' request for an accounting of how the money has been spent.. exactly where it has all gone.

Looks like the public will have to wait for the new year and a new Congress to actually pass *legislation* mandating such a public accounting --- because the Bush team seems to have decided to not come forward voluntarily with such information.
