Are you saying Bush hoodwinked Congress? Why he is just the cagiest president ever pulling the wool over those ignorant congressmen and women. WOW.......the MSM and others have been telling us Bush is such an idiot.

However, the language of the authorizing Act did not FORMALLY mandate that the administration had to brief Congress regularly about HOW the money was being spent by the receiving institutions, and WHAT the companies were using it for.
