Cox, the man who brought us "grandfathering" to protect those who trade using counterfeit shares. We often bemoaned the fact that SEC was slow to write rules which were flimsy in their own right, and then took eons to bounce the rule revisions off of the cheaters for review and comment. So who was there to file a formal objection, when "grandfather" was meant to go away? Madoff. Chris Cox failed to develop the SIMPLE diagnostics that ANYONE, at SEC or sitting in a home office, could use to detect the cheats. That's the simple fact.
