When it refers to Hank Paulson, Secretary of the Treasury and in-charge of the entire TARP bailout program.

(He *does* work for President Bush, don't 'cha know? Cabinet Officers serve at the will of the President....)

That is --- unless Bush has totally given up on governing now, and is spending his last days sending out Christmas cards and collecting donation pledges for his Presidential Library, while just allowing his cabinent to do whatever the Hell it wants to.

I mean: he has line responsibility unless he has given it up, folded his tent....
