More people will switch to fuel-efficient cars even if the cost-benefit of switching isn't justified by the savings in gas consumption. It'll drive down the value of used cars so it might actually make it cheaper for the poor to afford newer cars. It might actually be more fuel-efficient if they bought minivans since immigrants often house their extended families.
