Throw the tax on the consumption of the gasoline and you ensure you hit the right people. Tax the fuel, not the vehicle. If the Escalade is the most appropriate vehicle for people, they will gravitate towards Escalades. If the Honda Fit is most appropriate, people will gravitate towards it. Some will own vehicles in both classes. I can't fit a load of lumber or my kayaks into a fuel efficient car. I also don't want to take a big lumbering tank of a truck out to dinner every day.
