Try again. Oil was never even close to $29 a barrel when George W. Bush was buying oil for the Strategic Oil Reserve.

So does that mean there were no purchases of oil for the SPR in 2001 and 2002 when the price of oil averaged 27.92 and $27.22 respectively..? Even in 2003 which included the Venezuelan oil strike and the invasion of Iraq prices averaged $32.34.
