(Measuring the US against significant competitors, E.U. being one....)

But remember: there were plenty of other factors playing into the sense of a 'relative decline'... other nations advancing... other examples of American decline on various measures for 'strength' (the return of deficits, continued trade decline, a military stretched, etc.)
