Depends entirely on what YOU call "negotiating"! Personally, I'd say that having your assigned representatives sitting down at a table with the other guy's representatives and talking about the problems between you constitutes 'negotiating' --- EVEN IF nothing is ever accomplished! (You know... kinda like the long history of Israeli/Palestinian talks... or Bush/North Korean talks, etc. :-)
