No, Israel has never opened the borders or allowed industry in Gaza even when there were cease fires. For that matter, they never allowed industry even before the intifada. The Palestinians were only allowed to be wage-slaves at the lowest rung jobs in Israel.
Israel does not want to quit fighting or they would have to face their internal divisions. That is why they won't leave the Palestinians alone, but they won't just drive them out or kill them either. They need the war to keep their own people from turning their attention to personal goals (which would quickly marginalize the ultra-religious factions) .
