We shut down many domestic operations for lithium production, most recently in NC, which is why we are not now a major source for it.

So, your idea of "investment" is to force US industry to invest in developing resources that are not cost competitive with cheaper, (but non-domestic) sources, putting that industry in a permanently subsidized situation. Spodumene based sources of Lithium also require processing with acid in order to release the Lithium, an environmental hazard (and economic cost) that also must be added into the cost factor:

Furthermore, you would also deny those developing countries the ability to sell their natural resources, depriving them of hard currency and the ability to purchase advanced technology from US corporations.
