The concept of "proportionality" in a war is pretty silly. If a war situation is truly "proportional", it will never end as nobody will win.

In a proportionate response to Japan, we would have limited ourselves to sinking x number of ships, killing no more than n personnel.

Now, WHO is responsible for the civilian deaths in this situation? Parsons, tejek, and the rest of them, will tell us that Jews are baby-killers. But what more can they do?
