It seems a bit arbitrary.

For example, some of my ancestors were Cherokee. In the 1830s, they were forcibly removed from their land, held in concentration camps and made to walk to Oklahoma. Unlike the Jews who were dispersed in the Diaspora, they did not engage in rebellion or in acts of terrorism. They simply lived on land where gold was discovered.
