What will ultimately restore confidence is when people feel they have their debt under control, either through repayment or bankruptcy/foreclosure, and they have some savings - and they feel their income prospects are good.

Bingo!

Although 'style' is never very much recognized, a leader whose 'style' inspires confidence can do a lot for the economy. Roosevelt, for example, had a jaunty, confident manner which helped a lot. I think I see some glimmer of this in Obama, though I think he is facing a far more difficult environment and a far more cynical populace than FDR did.
