Given enough time, you can hide anything.

If they are concerned about IEDs (and I don't know that they are considered a major threat in Gaza), monitoring the rather minimal system of roads within Gaza Strip should not be difficult.

I would be surprised if Israel cannot control IEDs pretty readily in Gaza.
