Yes, I think the oilsands companies get that. It's a multi-billion dollar project. The credit crisis and less demand for crude don't help. This isn't about "Canada" making decisions. Individual companies have to make a business case for it.

What's your source for that? NAFTA doesn't require the US to buy oilsands crude. NAFTA provides "rights to purchase", not "obligations to buy".

....Canadian producers are free to sell as much oil as they wish to whomever they wish, including, for example, overseas customers. As a result, the share of total output exported to the United States can rise or fall according to the normal forces of supply and demand.

The only condition that NAFTA imposes on Canadian energy products is that all buyers in North America must have equal rights to buy those products.....

Expanding the deep water port at Kitimat, BC is a minor part of the project compared to the cost of the pipeline project.
