Under Bush, that R&D has dried up.

Hmm.. the National Science Foundation budget was increased 50% (4 -> 5.9 Billion) between 2001 and 2006 and requested $6.4 Billion in 2008's budget:

Maybe the funding cutbacks you allege lie in some other area of the government budget:

Maybe we should do a better job of first making sure that the R&D we already fund it publicly accessible:

I honestly don't know if overall Federal funding for R&D has decreased or increased, but it obviously has dramatically increased in some areas.
