I kind of agree with you on this.

One of Israel's problems is it has been inconsistent in making the attackers pay for their aggression.

You have to consistently reinforce desired behaviors and reject and discourage undesirable behavior. Consistently. Every time.

Israel has not consistently made the Palestinians pay for their aggression. If a rocket is launched into Israel from Gaza, there needs to be a swift and noticeable retaliation.

Over time, the Palestinians will start to get the idea that for every action there is a reaction, and that the reactions always hurt more than the benefit derived from the initial strike.
