There are free TV programs, usually on basic cable and/or PBS, that show many home maintenence and improvements, often step by step. Not to mention the public library, or all the tubes on the internet.

Or, they could ask thier friends for help, assuming they have at least some friends who work for a living.

Of course, if a person ocasionally acquires new skills by using various free and cheap resources, they often tend not to stay poor, unless they are living in a really depressed rural area.
