I think the key to understanding many of the Obama appointments - he wants this to be the Obama government, not the Nancy Pelosi / Harry Reid / Hillary Clinton government.

He needs to rope in the Demcratic Congress - this explains Rahm Emanuel as a tough enforcer. Leon Panetta at CIA will help prevent politically motivated "national security problems"

Having a bunch of the old Clinton people actual will make them part of Obama's team, not Bill or Hillary. Why should these the Clinton people carry out a Bill or Hillary agenda when Obama is putting many of that group in charge NOW.

Having Gates stay on a Secretary of Defense gives continuity, and makes it harder for the Republicans to attack Obama's handling of Iraq and Afghanistan.

The new Attorney General, Holder, was at times, appointed by Reagan, Bush I (The Good Bush), and Clinton.

Obama has also hired a number of people associated with Ted Kennedy.

So Obama is building a political fort, or at least a big tent.

It is very defensive hiring - note the 14 page application form that asks about everything - hiring illegal nannies, shoot your hunitng partners recently, etc.

Note that Bill Richardson is out on a _precieved_ conflict of interest.

I expect he will also be cautious in legislative action, except for re-starting the economy.
