The US Senate refused to admit the guy because he came to Washington without that required signature certifying his legal appointment. (Believe the guy is going to court in Illinois to try to force the Illinois Sec. of State, who has refused to certify, to certify his appointment... but, even he admitted to the Press that he understood why the Senate refused to admit him --- the legal requirements have not yet been satisfied.) So, the rule of law was followed... good to know, thanks... GZ
