Now now TJ, blaming Foreign Devils for the shortcomings of China is as old as the hills [and very useful for the local yokel masters to keep the plebs in line].

If the Sanlu chemists had said, "Madame Chairman, we would like to test for melamine", she could quite easily have had it enacted. Fonterra would not dared to have insisted on melamine being allowed even if they thought it a good idea, which is absurd.

It was clearly the case that there was criminality on the part of those putting the melamine in the milk and anyone bribed to ignore it, or knowingly ignoring it. But to blame Madame Chairwoman is doubtful as such a person is very unlikely to have a clue about quality control and probably had never heard of melamine [probably thinking it was one of the nutrients they add until disabused].

Stupidity and ignorance are not normally considered criminally culpable traits. Doctors are specifically allowed to be stupid and ignorant as well as arrogant and thereby cause the death of people with limited censure.

Opium was a different matter altogether. It was voluntarily consumed by adults [and involuntarily by noisy infants whose mothers gave them laudanum] who bought it for the purpose of consumption, knowing the effects. Opium for knowing adults and melamine for helpless infants and their ignorant mothers are two very different things. I'm surprised you can't see the difference.

Also, the Fonterra shareholding was voluntarily entered into by both parties, whereas the 19th century opium gun-boat diplomacy was something else entirely. Heroin and cocaine today are also not comparable to involuntary melamine ingestion.
