When did the rockets start?

For the life of me I can't figure out the point of the rockets, they're not a good negotiating tool, they'll never defeat the Israelis with them and the international community doesn't seem to give a shit about them either.

So perhaps you have some nugget of wisdom regarding the purpose of the rockets?
