What 'point', exactly?

Looking at *both* of the Bush terms, shouldn't you have a FULL EIGHT YEARS in your averages? (& not 'cherry-pick' or otherwise leave some years out....)

Or... if you want to make a statement about the results for "a decade", is there *any way* to do that without having 10 years in your data set?
