The projects "on deck" are mostly highway projects. Smart electrical grid won't be built by the state governments.

Also expect an education component - pulls labor off the market short term, upgrades skills.

Also some R&D boosts.

The biggest chunk will probably be in various energy projects, very few of which will be run by indiidual states.
