You can put an asphalt layer over an older concrete road.

You can't put concrete over an older asphalt road.
(Well, you can, but because the asphalt is flexible and the concrete rigid, it will start breaking up before the check clears...)

There will be other infrastructure projects, such as electric power transmission, which will be done for private entities, like power companies.

Electric Power lines use aluminum, extruded steel, and ceramic insulators.
