Keep in mind the multiplier effect in job creation. $300,000 per job is like depositing $300,000 in a bank. Some is kept in reserve and the rest is loaned out again, which is deposited again, which contributes more reserves and more lending, and so on around and around, so the total money created in $millions.
Same for jobs, except that the money drained off is a lot more. Spend $300,000 and the people who are paid to do that work then go on to spend what they get on something else, and those people spend it on something else, and those people on something else.
So don't just count the direct infrastructure or porn industry jobs,, count the subsequent jobs. If it's a cash economy, with no taxes being paid, the job creation numbers are larger still.
$300,000 is a lot of money to spend for each job "created". They apparently plan to pay over-paid people such as the asphalt contractor. People will have to stop doing useful things in real jobs and crowd around the government lolly-scramble to grab some of the largesse.
