The way to get it back into use is for those who want contracts to cut their prices.

I can employ a few people but not in the manner to which they have become accustomed. The problem is they won't want to admit that they are not as wealthy as they thought they were. They are not worth as much as they were paid. If the government pretends that they are by just hiring them at high prices, the government will do a lot of damage to the US$ possibly fatal.
