Many smaller cities and towns - say under 100,000 people - work well, and are effcient.
The giant cities, over say one million, vary all over the map, with some places that have
-Relatively clean, effective government, like Seattle, Portland, San Jose, San Diego
note that many of these are near water that limits the physical growth of the city. They have also benefited from new high tech industry which attracts people who contribute to society, instead of attacting people who need help.
-Large social/economic problems beyond the ability of the city
Detroit, Oakland California, New Orleans, Washington D.C., Baltimore and to some degree Los Angeles.
-Deeply Corrupt and incompetent Chicago, New Orleans and to some degree Philadephia
-The biggest category, cities that are just big, hard to manage, that have lots of significant problems Los Angeles, New York, Atlanta, Houston, Orlando, etc.
The US has large cities on the front lines of most social problems - immigration, crime, homelessness, education, poerty, etc.
