He is correct, and you are, too.

Prior to this administration, I believed that a highly competent president who was not a "great communicator" could, nevertheless, be very effective. I no longer hold that view.

Bush has been effective on many fronts, yet his inability to communicate -- something that was evident going in -- has hampered him tremendously and the result, IMO, was that we have elected a man whose capabilities are essentially unknown.

A close friend of mine who is also a close friend of both presidents Bush, used the phrase to describe 43 as "smart, but not quick on his feet". I've known many people who are like this, and find them often to be exceptionally capable individuals -- as I believe Bush is. But the presidency requires one to be quick on his feet.
