This is, IMO, what many people did. The economy, while suffering a really mild recession, was not sufficient grounds to warrant bringing Bush's approval rating down as happened -- but Clinton was able to talk the economy down in people's minds to where they thought it was just terrible.

If you'll remember, they actually characterized the economy as "the worst in 50 years" -- a ridiculous assertion given the Carter economic disaster of only 12 years before and any number of other, more serious, downturns in the period.

There was, of course, the Perot factor as well -- but had people realized they were being fed a line on the economy I think the outcome would have been different.

I cannot imagine that Clinton would not have run again in '96 had he lost in '96. Just cannot imagine it. He had dreamed of being president since the days he attended Hot Springs High, a couple miles down the road from where I live. Probably before that. I don't think he could have been denied the White House.
