Nah.

IMO, *both* of those would only be limp palliatives --- temporary or minor 'fixes' at BEST. Neither affecting the heart of the matter, or for long.

Only modifying the HIGHEST LAW of our NATION --- the U.S. Constitution --- would have enough heft and duration and effect to *seriously* put a crimp into the chronic over-spending that has bedeviled Congresses of BOTH PARTIES for DECADES now.

The BALANCED BUDGET AMENDMENT is the closest thing to a cure that is out there.

(And, since it has worked for so many States --- at curbing budget imbalances --- I see every reason to believe it could work for the nation as well.)
