Perhaps if Congresses pay was set by referendum. Each Presidential election the ballots could include a blank line for Congressional pay. Each voter could write in any dollar amount they wanted. Numbers in the middle 50% (or 70%) would then be averaged and the pay set for the next four years.

Most Americans would probably think they were worth a small fraction of what Congresspersons believe thier own value is. If they had to have another job it would restore the original incentive to keep stints in government service short.
