Its not much of an "if", if there are two possibilities, and your point is correct either way.

As for the original issue, do you have even the slightest hint of evidence that part time workers where ever counted as unemployed? If they where, it shouldn't be that hard to find. OTOH if they where not (and they almost certainly where not), it wouldn't be the type of thing that would be written about. People publish an article about how something was not what it would be expected to be, but if things are as they would be expected to be people don't right about some weird and totally unexpected thing didn't occur.
