Its my understanding that Thorium was not originally supported because it DID NOT lead to the creation of Plutonium. It was a matter of national security. Uranium use in reactors was deemed in the national interest at the time. I can not quote the source but I believe those first involved in creation of reactors in the US recommended Thorium because of its safety, but were over ruled by defence considerations.
