if you get a debit card with $1000 and you have two months to use it or lose it, you would spend it. That money has a great multiplier effect as it travels thru the economy. Adds to GDP etc. dont get why you dont see this. I know the infrastructure and green play takes longer to percolate but we since we lost our manufacturing base, we need to become leaders in other areas and those areas need to produce jobs.
