You're overestimating this effect. Consumer confidence is shaken to the core, and even a $1,000 debit card with an expiration date is not going to solve that problem.

Again, I bring up Exhibit A: Stimulus 2008. A drop in the bucket. Maybe five drops in the bucket will solve what one couldn't accomplish? That's quite foolish to believe.
