He plead guilty to improperly downloading data classified as "restricted". Which is different from data classified as "top secret" like you claim. And pretty much all of that data was already publicly available, albeit taking quite a bit of legwork to pull it all together.

It was still a felony, though.

"He was neither proven innocent nor guilty of these other charges."

Right. There was no evidence that what the government claimed was true.

None.

Which is why the charges were dropped.
