That is true. But, we are talking about more than 1000 people. I can imagine someone telling someone else "I bet if everyone took the 'W' keycap off their keyboards as we leave, those Bush staffers would be unable to work". I can imagine that being spread, because it is the type of thing that would in that environment. I'd be surprised if there weren't a few who did that.

However, what I can't understand, is why someone who saw a keyboard sans a keycap and with the keycap next to the keyboard or taped to the wall, would then replace the keyboard instead of just putting the keycap back into place. Remember that the original reports had the keycaps laying beside the keyboards or taped to the wall. Granted, it can be a pain with some keyboards, primarily laptops, but most desktop keyboards it is pretty easy to do with everything but the space bars.

But we do know the White House did their best to sensationalize this. As you probably have noted in reading the report, the White House made a lot of claims that couldn't be verified. Like, for instance, at least one case where they claimed more damaged keyboards in an office that didn't have that many computers. And stray pencil and pen marks which became graffiti. This tracks with the (false) claims that the Clintons looted the silverware from Air Force One and paintings and other stuff from the Oval Office.
