These banks are insolvent. They are not going to lend the
capital injected into them (which is the prudent thing to do by the way) but use it to repair their balance sheets. By taking money out of the healthy sectors of the economy to prop these zombie banks we are just postponing the
recovery. Japan has been doing it for the last 2 decades. It
didn't work there and it won't work here.
