"I haven't heard even one of them urge him to go to war." I am sure you could find a neo out there with that bright idea... I like the idea of spending on infrastructure. Might as well get something lasting out of it. No doubt there will be some bridges and roads to nowhere, but that would be better than some of the alternatives. Simple repairs of existing infrastructure would mean a lot of jobs and money spent. Also it could be started in a shorter time frame since not as much planning, acquiring the land, etc. needs to be done.
