a) Bush appointees couldn't figure out how to put a keycap back on.

I assume they have maintenance people who could have reinstalled the keycaps were they available.

As to (B) it is just another lie. The Bush WH tried to downplay the entire thing from very early on. The issue came up only when

- The liberal media brought it up

- A liberal like made it necessary to correct the record

- GAO made its report and the administration was forced to comment on it.

The administration, any time it was brought up after the earliest days, made it clear they just wanted the whole thing behind them. They repeatedly minimized it, and only when liberals lied about it did they even bother to correct the record.

Quit making up bullshit.
