Actually, there was the Hainan Island Incident in April'01 which was handled deftly and left little about which to complain.

No administration since FDR's has faced the foreign policy challenges Bush's has. So, when his performance is judged it must be judged against that standard. IN addition, Bush took office HATED by 1/3 of the country plus the liberal media, and for eight years has fought that battle. A very big one, indeed (to expand on the famous quote, "Never be hated by people who buy ink by the barrel").

You can't really contrast Bush with Clinton on most issues, because Clinton faced no really difficult problems, although, his one big terrorism challenge (WTC I) he failed miserably.

Unless Obama screws up and allows another terrorist attack, he has a much easier course before him than Bush did.
