You stated it incorrectly.

U.S. law will continue to prohibit the funding of foreign abortions directly.

(What will change very soon --- back to the way it was before Bush changed it, back to what policy was during the Clinton period --- is that the US will no longer be *banned* from giving funding to health groups who even *mention* birth control or abortion.)

So, no... after the policy changes back the US will STILL not be funding ANY foreign abortions....
