Europe’s banks slumped to their lowest level in almost 16 years on Tuesday as a burst of heavy selling crushed any chance of a rally after Monday’s rout.

ING and Fortis fell as rumours circulated that a large Dutch bank, widely cited as ING, was preparing to raise up to €25bn of new equity in a deal underwritten by the Dutch government. ING fell 13 per cent to €5.38 and Fortis lost 9.8 per cent to €1.19.
