Would this be too easy and efficient for the Government to even consider?

Problem is, what usually happens is that when someone offers a rebate, billable to the govt., it usually results in a higher price for the equipment. I've seen converter boxes going at a variety of prices, from about $49 to $79. There's no free lunch.
